HPV Health Purchasing Policies

The five Health Purchasing Policies (HPPs) provide a common framework for public hospitals and health services that introduces a principles based approach to assist in ensuring probity in their internal procurement practices. 

They were introduced to meet the Health Purchasing Victoria (HPV) legislative functions under Section 131 (b)(i) of the Health Services Act 1988 (the Act) to ‘develop, implement and review policies and practices to promote best value and probity’.

Compliance is mandatory for all public hospitals and health services listed in Schedule 1 and 5 of the Act.

The HPPs align with the Victorian Government Purchasing Board (VGPB) policy framework. They were originally gazetted on 26 June 2014, replacing the HPV Principal Purchasing Policy, with amendments gazetted on 25 May 2017 to implement areas for improvement that have been identified including increased emphasis on the need for health services to ensure probity in their procurement functions and the confidentiality of commercially sensitive information.

CPU Purchasing Policy - Patient Food Preparation and Distribution 

Outlines which health services are required to purchase food from a Central Production Unit at either Austin Health or Monash Health. This policy was gazetted in 2007 and is pursuant to Section 134 of the Act.

The May 2017 amendments were approved   by the HPV Board and were published on Thursday 25 May 2017.
