In the interest of working collaboratively with Hospitals and Health Services, HPV has elected only to use its legislated powers when absolutely necessary.

The development of the HPV/Health Service Operating Model by representatives of the Metropolitan Chief Executives' Forum has significantly altered the manner in which HPV conducts its tender program, from that described in Future Procurement Arrangements in Victoria from a coordinated model to a centralised model.

At the extraordinary meeting of Members on 6 May 2004, the Members determined that the future tender program would be described in terms of a purchasing policy.
