Welcome to the new Health Purchasing Victoria website

Established in 2001 to improve the collective purchasing power of Victorian public health services and hospitals, Health Purchasing Victoria achieves ‘best value’ outcomes in the procurement of health related goods, services and equipment via more than thirty contract categories.

HPV works in partnership with public hospitals and health services in order to understand their requirements, facilitate large scale tenders and manage common-use contracts on behalf of the state. HPV also takes a lead in identifying and evaluating opportunities for collective procurement and for delivering projects which enhance public health procurement capability.

HPV is responsible to the Minister for Health and works closely with the Department of Health. HPV is an independent statutory authority under Section 129 of the Health Services Act 1988.

While the new website looks markedly different to the previous version, the information has been laid out to enable all users to source answers to queries quickly and easily. Please keep returning to the home page as content will be changing to ensure you're kept informed of the latest news, developments in Procurement and updates to Tenders and Contracts.

Ten Years - Ten Reasons to Celebrate

Ten years ago HPV started out with a team of three people, a limited budget and wide ranging mandate under an amendment to the Health Services Act 1988.  Our aim at the time was to assist health services in Victoria with collective tendering to achieve best value. As we celebrate our tenth birthday, what better time to look at ten of the ways in which we have assisted health services and what we intend to do going into our next ten years?

1 - Savings

 In 2010-2011 alone, HPV delivered $40 million in benefits ($23m in savings and $17m in cost avoidance) through a Tender Program that balances clinical effectiveness, best practice and economic viability. As a result, health services have been able to invest these savings in greater clinical activity or alternate areas.

2 – Expansion

HPV has gradually expanded to incrementally fulfil more of our legislative mandate. We are striving to improve the quality and range of services that we offer. We now have people dedicated to contract management, clinical engagement and data management as well as an expanded tender team.  This has enabled us to further assist health services by entering new areas, for example by undertaking several high value prostheses tenders.

2 –Services

We have also recently added to the value we provide by entering the realms of Equipment and Services. Our first major services tender, Nurse Agency, was well received and is constantly being fine-tuned to ensure that the best possible agency services are available for health services.

4 – Equipment

Our first statewide equipment tender for Beds and Mattresses is due for issue in 2012 and we hope it will provide benefits in both value and efficiency.  The more tenders we can undertake on behalf of the health services, the better as it benefits both large and small institutions financially and promotes best practice across the state.

Principal Purchasing Policy

This policy replaces earlier dated general Purchasing Policies. It was made to establish an effective operational and delivery strategy for HPV’s forward Prospective Tender Schedule and Confirmed Annual Tender Program. It is designated as ‘Principal’ in order to differentiate it from other Purchasing Policies which may be developed from time to time.

Introducing the HPV PPP (Procurement Professionals’ Program)

Health Purchasing Victoria (HPV) has a limited number of training places available for procurement professionals in Victorian public health services, in conjunction with selected HPV staff, to achieve a procurement qualification. In keeping with our vision to be ‘a health procurement leader in Australasia, acknowledged for innovation, ethical procurement practices and transformation of the health supply chain’ HPV has developed and received accreditation for coordination of a twelve month training program which leads to an internationally recognised qualification accredited by the Chartered Institute of Purchasing and Supply (CIPS).

Global Trade Item Number (GTIN) Structure & Format

A Global Trade Item Number (GTIN) is a number used to uniquely identify any item upon which there is a need to retrieve pre-defined information that may be priced or ordered or invoiced at any point in any supply chain.

A separate unique GTIN is required whenever any of the pre-defined characteristics of an item are different in any way that is relevant to the trading process. The guiding principle is if the customer is expected to distinguish a new trade item from an old trade item and purchase accordingly, a new GTIN should be assigned.

Audit Report Finds HPV Delivers Best Value for Vic Health

A report tabled this week by the Auditor General, Des Pearson, shows that HPV is helping the state to gain “best value” from central procurement strategies.

Looking at the Department of Health, Health Purchasing Victoria (HPV) and four public hospitals, the audit examined whether procurement practices in the public health sector deliver best value, and are conducted with probity and transparency.

Three of the key findings of the report were that HPV:

  • Is making significant savings
  • Performs central procurement well and with integrity and transparency
  • Has continuously expanded the range and scope of products centrally procured.

Rural & Regional Catalogue Update

Since April 2011, HPV has been processing requests for new stock items for the Rural & Regional (R&R) Catalogue. Bendigo Supply Department continues to be involved with the process at a supervisory level.
