Established in 2001 to improve the collective purchasing power of Victorian public health services and hospitals, Health Purchasing Victoria achieves ‘best value’ outcomes in the procurement of health related goods, services and equipment via more than thirty contract categories.
HPV works in partnership with public hospitals and health services in order to understand their requirements, facilitate large scale tenders and manage common-use contracts on behalf of the state. HPV also takes a lead in identifying and evaluating opportunities for collective procurement and for delivering projects which enhance public health procurement capability.
HPV is responsible to the Minister for Health and works closely with the Department of Health. HPV is an independent statutory authority under Section 129 of the Health Services Act 1988.

HPV is excited to announce that the Minister for Health, the Hon. David Davis MP, approved the HPV Strategic Plan 2012-2017 on 30 May 2012
This Plan was developed with extensive input from HPV Board Members, staff and health services via a series of regional consultation forums undertaken during 2011 and capitalises on the achievements of HPV over the last three years.
The Plan is designed to address our legislative responsibilities as prescribed by the Health Services Act 1988 and to specifically address the gaps identified by the Victorian Auditor-General in his 2011 report, Procurement Practices in the Health Sector.
Over the next five years we will focus on six Strategic Goals in order to:
- Significantly expand the statewide tender and contract management program
- Lead collaboration on medical equipment procurement
- Support end-to-end supply chain efficiency gains
- Strengthen health sector procurement and probity capability
- Ensure evidence-based knowledge drives supply chain decisions
- Build capability and capacity within HPV
These six Strategic Goals represent both new and significantly expanded activities which will require a substantial increase in HPV capacity, supported by the Department of Health
We look forward to working with health services over the next five years to increase the tangible benefit delivered by HPV and to achieve our purpose of achieving best value supply chain outcomes for Victoria’s health sector.

HPV was announced on 17 October as the winner of the 2012 CIPSA Procurement Award for Best People Development Initiative for the HPV Procurement Professionals Program (the HPV PPP).
The PPP was developed by HPV in 2010 to enhance the knowledge and skills of employees involved in Procurement in Victoria’s 80+ public hospitals and HPV. It combines internationally recognised CIPS exam-based accreditation with face-to-face workshops and customised work-based projects to suit the needs of hospitals and aligns with the CIPS Foundation Diploma of Purchasing and Supply.
The inaugural class of 12 students completed the PPP in November 2012 and our second intake commenced in early 2013. For enquiries regarding the program, contact Catherine Leb or Charlotte Paton on 9947 3700 for more details.

New guidelines have been issued by the Department of Business Innovation (DBI) and the Industry Capability Network (ICN) in regard to the VIPP, which took effect on 1 January 2013. The new guidelines simplify the process for suppliers where a procurement category is considered “non-contestable”.
